14. The Doctor
Oh yes! We've seen the sainted physician display their inner Valeyard on a few occasions - most notably the Time Lord Victorious from The Waters of Mars and during the mega multimedia story of the same name.
However, the Doctor's principal villainous act was destroying their home planet of Gallifrey during the Time War. OK, we know the Doctor's arguably justified reasons for using the Moment, but try telling that to the 2.47 billion children of Gallifrey. Of course, Steven Moffat went on to retcon the Doctor's worst day ever thanks to some heroic wibbly-wobbly, timey-wimey, Cup-a-Soup analogy stuff.
The terrible burden the Doctor carried added another yet another compelling dimension to this already enigmatic of characters. Moreover, there's something awe-inspiringly badass about the Doctor (even when wearing a bow tie) when their greatest foes form an alliance and build the Pandorica in order to imprison the most feared being in all the cosmos. Now that's a sonic screwdriver drop moment if ever there was one.
