The pandemic has already forced the showrunning staff to restrict Series 13 to eight episodes, and undoubtedly, these trying times will also limit the locations they're able to film in, impacting the scale and scope of the stories they're able to tell.

Unless the BBC invests in some of that Mandalorian stagecraft technology any time soon, Doctor Who will have to adapt to the current global circumstances, but rather than letting these shooting limitations be a negative... why not embrace them?

More specifically, why not craft an episode like Series 4's Midnight? That episode is extremely small-scale - it was shot in a single location and features a very small cast of characters - but some brilliant writing and direction turned it into an all-time classic.

An episode like this would be cheap and easy to produce - even during the pandemic - and by limiting the characters and locations, the story is able to focus more on character growth, dialogue, and generating gripping drama. Get on it, Chibbs.
