Nothing spells "DBZ filler" like a good old fashioned tournament arc. Sometimes a low-stakes, no-frills series of battles can be just what fans need to calm down for a little bit after an emotionally intense story. It also gives the possibility of a view interesting matchups that fans couldn't expect under normal circumstances

Goku is back in the after life, and after cleaning up the Ginyu force as well as Frieza, he encounters a new namekian fighter named Pikkon. The rest of the kais also show up, providing banter as they watch their haloed fighters go at each other in a series of battles that are fun, but ultimately inconsequential.

While filler is always filler, this arc in particular falters for being a tad too conventional. The writers literally have a chance to do whatever they want and all they can come up with as a tournament? Worse yet, Pikkon is one of the strongest and most interesting non-canon characters in DBZ history. He bodied Frieza, Cell, and King Cold all in one blow, and pushed Goku to the limit in their encounter.

Sadly he's been dropped entirely from the story, making all of the potential that his character had as a strong addition to the Z-fighter cast, a null set.
