It's hard to even consider Cui a villain, considering how short-lived he is in the series.
An elite soldier under Frieza, Cui considers himself to be Vegeta's rival. After picking a fight with Vegeta on Planet Namek, Cui is embarrassed by the Saiyan, being killed by Vegeta with little to no effort.
Really just there to show how much Vegeta's strength has grown since his trip to Earth, Cui is one of the most lacklustre antagonists of the series.
