6. Barbara Kean
Although she may not be a costumed villain, Barbara Kean is one of the best within the series. She started as an Easter egg for the future Barbara Gordon but she's since been fleshed out to become a spontaneously dangerous figure in the Gotham underworld.
Her story has constantly been in flux much like her allegiances, whether it's been the breakdown of her relationship with James Gordon or getting involved in a gang war across Gotham. She even worked with Ra's Al Ghul to become The Demon's Head in season four. Barbara is continuously given a fascinating role to play.
When she gets into business with Tabitha and Selina Kyle at their Sirens Club it works a treat as three powerful women look to overthrow the Gotham underworld for themselves. The fourth season killed her off just when her story was developing her into an interesting place but it wouldn't be surprising if she was resurrected soon.
