5. The Penguin
One of Gotham's focal points from the very beginning has been Oswald Cobblepot's rise to power as The Penguin. He's worked underneath Fish Mooney, Falcone and even managed to become Mayor of the city. His role has occasionally fluctuated between anti-hero and straight up villain depending on what his current situation is.
Robin Lord Taylor's performance can be campy at times but in the context of Gotham it completely works and he's consistently entertaining. It was also fascinating to see the writers give The Penguin a romantic sub-plot as he slowly fell in love with Ed Nygma.
The Penguin's side of that one-sided love story was incredibly interesting as his infatuation was slowly warped by jealousy. Once it twisted its way back round into a deep-seated hatred for Nygma, a war ignited between The Penguin and The Riddler.
While this may be a prequel series for Batman, the writers have done a stellar job of giving us some completely three-dimensional villains in readiness for The Dark Knight.
