10. William Rawlins/Agent Orange (The Punisher Season 1)
William Rawlins is the most ruthless of the MCU Netflix villains mentioned so far. As Director of Covert Operations for the CIA, Rawlins was in a trusted position of power which made his corruption and actions all the more chilling.
Rawlins' fight was with Frank Castle but he was more than willing to stoop to the very lowest of humanity to send a threat, massacring Castle's wife and daughter. Rawlins had no limits and he felt no guilt - there isn't anything he wouldn't have done.
It's hardly a crowning moment for the villain, but he was a part of one of The Punisher's most memorable scenes: Rawlins' brutal death at the hands of Frank Castle, quite literally. Think of it as the MCU's answer to Game of Thrones' infamous battle between The Mountain and The Viper. In other words, someone's eyes get gauged out.
This doesn't exactly support Rawlins' case as a worthy villain but it does make him memorable even if that's for the wrong reasons. Rawlins' biggest downfall was that he placed his trust in the wrong person, Billy Russo. This mistake cost him his life. It also happened to cost him a higher ranking on this list.
