Oh, Isaac, you genuinely are the villain of the series.
This infamous resident of Maeve's caravan park has become one of the most hated characters in Netflix history. While he's got some charm and plenty of decent humour, his romance with Maeve rubbed fans the wrong way and left him feeling like a jerk. This was especially true after he performed one of the evilest deeds on TV, i.e. deleting Otis' confession of love.
However, the reason he's so low here comes more down to how confusing his role is. It's true that he's an obstacle between Maeve and Otis' relationship and that deleting the voicemail was undoubtedly a villain move. However, throughout seasons two and three, the show painted him in an endearing light, showing that he made Maeve happy and had plenty of heroic moments. This left you wondering what on Earth you were supposed to think of him.
Overall, this mixture of trying to paint him as both a villain and an unsung hero ended up making him a very inconsistent and confusing presence.
