11. Ruby Matthews
Who would have thought that season three would be the year of Ruby Matthews? Well, maybe not a whole year, but a few months at least.
During the first season, Ruby was the typical mean girl that every high school show has, and she played the role serviceably. However, in season two, she got a slight chance to shine after sleeping with Otis and spending time with him getting the morning after pill. Then, season three came along and bumped her up significantly.
Her relationship with Otis, the reveal of her father's condition and her confession of love were all incredibly endearing moments for Ruby. They took this seemingly shallow popular girl and turned into a fully-fleshed person with insecurities and relatability, making her a highlight of season three.
She does still sit low on this list, as she's only just coming into her own as a lead character and slipped off the radar after she and Otis broke up. But, hopefully, the trend of Ruby being developed well will continue, as fans have quickly grown to love her.
