7. Zemo Will Establish The Thunderbolts
The Thunderbolts are something in a similar vein to DC's Suicide Squad. The team has had many different iterations throughout its history in the comics, the supervillains of which are sometimes reformed and looking for redemption, while other times serving with an ulterior motive.
The team has been rumoured to be coming to the MCU for some time now, and thanks to Zemo's deep ties to them in the source material, having even led an iteration of the squad himself, The Falcon & the Winter Soldier is the perfect platform for an introduction.
Some believe that Batroc, the Flag Smashers, and Songbird who is rumoured to appear could all be recruited to make up the pieces of Zemo's team that would first be established to help him take down Sam and Bucky. This would be similar to the Masters of Evil, Zemo's original antagonistic team that ultimately went straight under the name of the Thunderbolts.
This story could easily be adapted into the narrative of the MCU's second Disney+ outing, and it would be no huge surprise if Secretary Ross turns up to help make it happen.
