10. Stannis Baratheon
Stannis has flitted between categorisations over the series. At times he has come across with a sinister nature, while others he can be seen to do the right thing. The one constant remains, he had the best claim for the Iron Throne but nobody liked him.
If Stannis was combined with his brother Renly, he'd be the perfect leader. A master tactician with popular appeal. Throw a bit of Robert in there too and he'd be a fierce warrior in his prime too. Everything Stannis does is to reclaim what he believes is his and wrestle the crown away from the Lannisters. His moody demeanour largely paints him in a negative light, but Stannis was the man Ned Stark thought could lead the Seven Kingdoms, and that is high enough praise for fans. Stannis' popularity peaked in Season 4 and 5 after saving the Night's Watch before the endearing scene with his daughter, however, his popularity hit rock bottom when he burned her to death in a bid to win a battle... Which he lost...
