6. Melisandre
If Thoros makes the list, then logic (or at least my own internal logic, which may or may not make any darn sense) dictates so too must Melisandre.
While the Red Priestess was shocked in Season 3 to learn of Thoros' ability to bring someone back from the dead, and highly doubted that she could do it, she did in Season 6 manage it: bringing Jon Snow back to life. Whether she could do it multiple times like Thoros has is unclear, but she obviously possesses similar power and connection to the Lord of Light in that regard.
Making her even more powerful, though, is the fact we've seen more demonstrations of magic from Melisandre. Before bringing Jon back she'd proved accomplished at blood magic, using leeches to take Gendry's blood and in turn that playing (whether it really did work or not can be debated, but it'd be an awfully big coincidence) some part in the deaths of Joffrey Baratheon, Balon Greyjoy, and Robb Stark.
Even bigger - and far more conclusive - is that she *GAVE BIRTH TO A SHADOW* which went on to kill Renly Baratheon. Oh, and she uses a highly powerful glamour - either through the necklace, potions, or some combination - to trick everyone into thinking she's a beautiful woman rather than a crone.
She isn't in a great position to wield that power now, which contributes her to not being too high up the list, but it's likely we haven't seen the last of her yet.
