2. Cersei Lannister

A terrifying yet hugely sympathetic villain with one brilliantly written scene after another to her name, Cersei is arguably the greatest character in Game of Thrones history. Not the most likeable, certainly, but the best.

As Cersei, Lena Heady gave not only Game of Thrones' best performance, but arguably one of the best performances in TV history. So, as it should go without saying, to see her side-lined so much in season eight was pretty heart-breaking.

Essentially, Cersei drank wine, hooked up with Euron Greyjoy, beheaded Missandei and that was pretty much it. She didn't fight back when Daenerys destroyed King's Landing and just broke down crying before being killed by, of all things, a structural collapse.

Not only was Cersei being an uncharacteristic wimp, but once again everything to do with character development and arcs seemed to go out of the window. This most fearsome, psychologically complex of villains didn't do anything to prevent her demise and there was never a sense of her facing the consequences of her many terrible deeds.

What Should've Happened:

Make her the main human villain of season eight, not Daenerys, and have her be the one who slaughters much of King's Landing. Then, Jaime Lannister, her brother and lover, should've killed her. This would've been a great ending for both of them. And speaking of Jaime...
