13. Samwell Tarly

Samwell Tarly (John Bradley) is a great character and he was largely fine in season eight (aside from him doing nothing but lying on the ground crying during the Battle of Winterfell). Him being chosen as Grand Maester was a lovely ending for him, so he ended up in the right place. Unfortunately, seasons six and seven were not kind to him at all.

He only appeared in three season six episodes and each time his story felt superfluous. It took him a whole season to actually get to the Citadel and him stopping off at his father's home felt like an unnecessary excursion.

In season seven, he left the Citadel pretty quickly too and therefore this entire story-line felt like a colossal waste of time, aside from Sam curing Jorah of Greyscale. And yes, he did discover an important detail about Jon's true parentage, but that feels pointless in hindsight since that story-line ultimately went nowhere. More on that soon though.

What Should've Happened: Same with Tyrion. Keep the ending, but improve his story-line in seasons six and seven.
