The show never attempts to make Kevan Lannister anything more than a tertiary character, so it’s a little difficult to measure his time as Hand. Then again, if he’d done anything of note, he might have gotten more spotlight.

Kevan Lannister typically came across as one of the less self serving Lannisters, and as such tries to guide Tommen as best he can. He doesn’t seem to have any interest in asserting his own goals into Tommen’s reign.

He is, however, almost spitefully pleased by Cersei’s suffering at mercy of the High Sparrow. It’s clear that there’s no love lost between him and Cersei, with Cersei taking glee in putting Kevan down and belittling his role on the Small Council.

Because of this, when Cersei is captured, he turns a blind eye. On a personal level, it’s easy to see why (Cersei would never have helped him), but as Hand he really should do better.

The High Sparrow is clearly the biggest threat to Tommen’s reign with Daenerys still overseas and the Northern rebellion quelled. A better Hand would be able to step in, crush the High Sparrow and restore order to King’s Landing.
