Both Cersei and Daenerys get some new threads in this episode, which nicely highlights the pair going up against each other.

Daenerys, for the first time in the series, goes full Targaryen in her costume choice while at Winterfell. The red stands out completely, highlighting both her isolation as well as her Targaryen identity, which then comes into play as we see signs of her potentially going 'mad'. It's also an important part of her play for power, with red being such a symbol of that.

That's why Cersei is wearing it too, which is a return to her Lannister roots. After Joffrey took the Iron Throne and her influence started growing, we started seeing Cersei wear Lannister red a lot more. It's been absent since Season 4 though, after which she switched to sombre black to grieve for her lost family members, but now the red is back. It's a signal of how much she'll fight for power. For Daenerys, it means she'll take what is hers with fire and blood. For Cersei, it means we're going to hear her roar.
