Roose Boltons chief henchman has successfully infiltrated the Nights Watch on his mission to kill the remaining Starks. Hes pretending to be Jon Snows friend so that he can get close to him and kill him discreetly. The perfect opportunity presents itself when Jon opens the floor for volunteers to join him on a risky mission to Crasters Keep, to silence the Nights Watch mutineers. Its just the sort of isolated, close-quarters situation that Locke needs to dispatch his target. Jon is initially reluctant to allow him to join, as a fresh recruit is not allowed on a mission beyond the Wall, but Locke has already proved himself as a man who knows how to fight, so any doubts about his qualifications are quickly squashed.
Locke is a guy who makes his own luck; he doesnt do the things he does for profit. If he did, he wouldve taken Jaimes offer instead of chopping off his hand. Instead, Locke enjoys the simple pleasures of life, like forcing a brutish woman to fight a bear in a pit. Hes about to be rewarded for his virtuous approach in the form of a pleasant surprise at Crasters Keep for little does he know that Brandon Stark has been captured by the mutineers and is being held hostage at their destination.
