5. 'Rogues' Gallery' (S1 E11)
Rogue's Gallery takes the action into familiar and terrifying territory, taking place inside Arkham Asylum as Jim Gordon is assigned to work guard duty for the newly reopened, still-derelict hospital.
A host of crazies feature, and there's brief elements of comedy, but the setting of the episode alone is enough to earn it a spot on the list.
It's not all about atmosphere, though - there's plenty of disturbing story in this one, too.
After Gordon discovers a patient in a vegetative state, it soon becomes clear that they've been subjected to brutal (and illegal) electroshock treatments, effectually frying their brain. With more victims turning up and the Asylum director ordering Gordon to drop the investigation, it's an exercise in creepy tension as the former detective continues to hunt the perpetrator.
It's got everything you could want to be disturbed by: hordes of the criminally insane all locked up in an ancient, rusting facility that's hardly equipped to deal with anyone, a murderer operating in plain sight, and a production of Shakespeare's The Tempest.
It's a great episode, and it's one that's impossible to watch without being on the edge of your seat.
