Arnold Wesker is one of the most tragic characters in DC's library, and one whose live action debut has been sorely overdue.

Created in 1988 by Alan Grant, John Wagner and Norm Breyfogle, The Ventriloquist and his dummy, Scarface, have made numerous appearances both in the comics and in animation, with most Bat-fans having been introduced to the character through Batman: The Animated Series. While Scarface may be the literal dummy in this sense, the relationship between the pair is definitely the reverse, with Wesker's toxic, more violent personality having manifested in the doll. Scarface is the dominant partner in the relationship, but criminals tend to not pay attention, given how he's a very efficient criminal.

No member of the Gotham team has announced that Wesker will be making his live action debut, but again, he's a character that fits the vibe. As one of the more nuanced Bat-rogues out there, he'd somewhat off-set the more outlandish inflections that Gotham often boasts. Plus, he fits the bill when it comes to the gang-themed dimensions of the show, so there's that too.
