The origins of Arkham Asylum have been given almost as much screen time as the origins of Batman in Gotham's first season, so it stands to reason Hugo Strange would make an appearance at some point. According to show creator Bruno Heller, he's going to pop up because we're going to start dealing with how Arkham was created and why Arkham was created in the way that it was... We're going to explain why it is the way it is and Hugo Strange is a big part of that. The Elizabeth Arkham Asylum For The Criminally Insane has been closed when it first appears in Gotham, but of course it doesn't remain that way forever. It was supposed to be torn down, but then the people planning to replace it with a shiny new mental facility the Waynes went ahead and got murdered. Bummer. Still, it's re-opening serves as a perfect way to bring Strange in. Heller's all but confirmed it, and what with Hugo Strange being one of Batman's first recurring villains, he more than deserves a shot at Gotham stardom. He's not one of the better-known bad guys these days, but the mad scientist who got his start as Chief psychologist at Arkham Asylum, experimenting on the inmates is one of the classic and most interesting.
