8. Fish Mooney (Seasons 1-3)
Jada Pinkett-Smith was one of the big-name draws of Gotham's premiere season. Gotham charted the rise of many famous DC Batverse characters but Pinkett-Smith's Fish Mooney was a brand new creation for the show.
From crime lord to mind-controller, Mooney held on to a pretty strong reign but all good things must come to an end. Pinkett-Smith did a great job with the role and was a valuable part of the cast. That being said, it seems that Pinkett-Smith's ever-changing commitment to the show jeopardised the character's potential.
One of Mooney's greatest strengths was her ability to command power despite having no enhanced abilities herself. This all changed after Hugo Strange resurrected Mooney, providing her with the power to control the minds of others.
It was an entertaining storyline and brought Mooney back into the fold but the arc ending up being her downfall. It took away the simplicity of the character that made us respect her in the first place.
