7. Hugo Strange (Seasons 2-5)
Gotham marked the first time Hugo Strange was portrayed as a live-action character. This is a pretty big deal and thankfully, Gotham did a great job. Portrayed by B D Wong, Strange made his first appearance as a part of the 'Wrath of the Villains' arc in season two - although he stuck around for the majority of Gotham's five season run.
Strange's greatest strength was most definitely his curious and diabolical mind. His experiments created or enhanced a number of villains including Fish Mooney, Mr Freeze, Firefly, Azrael and Clayface - to name a few.
Not only was Strange a compelling villain in his own right, he's such an important catalyst in the villainous rise of others. This made him one of Gotham's most valuable assets.
Wong was perfect in the role and had a poker-face like no other. Strange played both sides of the field throughout his time on Gotham and you were never quite sure which side he was on at any given time. That makes him one of Gotham's greatest villains.
