9. Victor Zsasz (Seasons 1-5)
If Victor Zsasz could be praised for one thing, it's consistency. He was Gotham's go-to hitman and remained so throughout the show's five season run. With Zsasz you knew what to expect - if you pay, he shoots.
As a consequence of that, Zsasz lacked character development but this largely went unnoticed. Zsasz lurked on the side-lines. It was never Gotham's intentions to make him the centre of attention. In a show that charted the evolution of so many villains, Zsasz's consistency was refreshing. He did what he knew best and he was good at it.
Gotham's Zsasz was played by Anthony Carrigan and superbly so. His performance is a big contributing factor to Zsasz's ranking on this list.
Zsasz wasn't threatening in the way you might expect a hit-man to be threatening. He's not physically imposing in terms of bulk. He's not aggressively loud or gruff. Carrigan's Zsasz was aloof and quiet. Eerie and calculating. It is exactly this that made Zsasz such a compelling villain.
