12. Mr Freeze/Victor Fries (Seasons 2-4)
Much like Firefly, Victor Fries/Mr Freeze (played by Nathan Darrow) was a supporting villain in Gotham. In other words, he was underused. First appearing in season two, Fries tragically became a villain after attempting to commit suicide using one of his cyro-cartridges.
As an origin story, it was very compelling and Darrow played it well. You could feel how desperate Fries was to save his wife and his complete and utter despair at failing to do so.
However, it is when Fries becomes Mr Freeze that things became a little more lacklustre. It's exactly the same storyline as Firefly: Mr Freeze was recruited by Hugo Strange before then going on to work for Penguin. Just like Firefly, Fries lacked his own storyline.
Mr Freeze scores points for his aesthetic - he looked every part the Gotham villain. On top of that, Darrow successfully grounded the character in what was an over-the-top show. Unfortunately, Fries' lack of motivation and storyline hinders any greater ranking on this list.
