11. Poison Ivy/Ivy Pepper (Seasons 1-5)
Ivy Pepper went through some substantial changes throughout Gotham's five season run. Played by Clare Foley, Maggie Geha and Peyton List, the character transformed from a young child into a dynamic villain. Ivy's mystical 'age-up' only aided the development of the character.
Ivy was certainly an entertaining and charismatic villain which made up for the fact that she lacked the threat needed to be a 'big-bad.' Foley's young Ivy did a good job of introducing us to the little outcast girl with an affinity for darkness ,but it was Geha and List's older Ivy that captured our full attention.
Ivy had what many other villains thus far ranked in this list lack - motivation. She'd always been disregarded and hurt by people who considered her to be a nobody. Every child at some point wishes they were an adult and for Ivy, that happened overnight. Her quick-age up provided her with a new-found power but she still retained all the angst of her youth. It was this relationship between the two that made Ivy such a compelling villain.
