After the death of his original head of security, Frank spent much of Season 2 moulding the young and impressionable Meechum into his own personal bloodhoud. After singlehandedly getting his job back (after effectively costing him in with the brick-thru-the-window stunt), Meechum has proved himself to be unflinchingly loyal to both the President and his wife. That's before we even mention the threesome. Loyal he may be but there still remains something of an undependable air lingering around his head. He was fast-tracked into the Secret Service so that he could continue to serve the Underwoods, and he's been caught letting his guard down at the behest of his masters in the past. Frank and Claire have both managed to manipulate him for their own ends, if anybody else was looking for a weakness Meechum is probably where they'd start. Frank's gone to extreme efforts to make sure he's untouchable in the White House, but his fondness for the Meechum is possibly a blind spot in his defences.
