We soon see that Frank has been shot and he is quickly taken away for medical attention. However the assassination attempt left two main characters dead; Lucas and Meechum. These two were among the only innocent characters left on the show. Meechum was a man totally dedicated to his job and willing to do anything to protect the man he so admired. Lucas was someone willing to risk everything to find justice. And it was Frank Underwood that put these two men against each other. To Meechum, Frank represented his second chance, which is why he remained so loyal to him, while Lucas saw Frank as the man who took everything from him. Looking at these contrasts, it only makes sense that they would be put against each other with Frank in the middle. One was willing to give his life to save Frank, the other was willing to give his to see Frank die.
