At first glance, this character seems like a typical superhero archetype. But, Cecil Stedman quickly rises up the ranks in this list, as he encompasses one of the show's most significant selling points; its ability to subvert the tropes you'd normally fall for.
Although he's introduced as a government agent in charge of the Global Defence Agency, Cecil's scarred face and grey hair instantly make you think of him as a villain. At first, this is confirmed as he's shown to make some very difficult choices, and he goes down the path of the standard governmental villain trope. But, he ends up divulging from that path.
The more you grow to understand the character, the more you see that he genuinely cares about his job, and the tough decisions he makes weigh heavy on him. He sums it up best when he says, "you only see good and evil, black and white, well I need to keep things grey".
Despite this great subversion of your expectations, the door is still left open for a possibly villainous turn in the future, which means that this character manages to have his cake and eat it too.
