9. Amy Haller
When Amy reappeared in Chapter 13, you'd be forgiven for forgetting that David even had a sister, as Amy's role in season 1 was mostly as a damsel in distress - someone David had to save from Division 3. At first, it seemed that poor Amy was only coming back to get "fridged" - but we should have known that no one really dies on Legion.
After her chilling death scene, as her body was taken over by Lenny, Chapter 14 then acted as something of an ode to Amy, as we saw the many alternate timelines in which she was a loving sister to her trouble brother, the one constant in his life.
Then, in Chapter 17, Amy's consciousness was revealed to have survived within Lenny's mind, taking the role of the Jiminy Cricket on the Cornflake Girl's shoulder as she encouraged her to do the right thing. Though she is still there to further another character's arc, this is an intriguing role for Amy and the best use of her on the show so far.
