Going back to Misty, she has already made it clear to Luke that if he breaks the law, she will not hesitate to bring him in. As the new captain of the Harlem precinct, Misty has a lot more power, so while she may not have the physical ability to stop him, she certainly has the legal authority to shut him down.
Also, as one of Luke's closest friends, it is clear she will make every effort to try and steer him away from a darker path, presumably with help from people like Reverend Lucas or Danny Rand.
With Misty having one the strongest character arcs in Luke Cage season two, even if Luke doesn't end up as a full-on crime boss, seeing her story continue in its own right will be brilliant, especially if she gets to team up with Jessica Henwick's Colleen Wing again (as the Daughters of the Dragon).
