The first season of Jessica Jones deployed the trope in abundance in an effort to explore the backstory shared between the PI and Kilgrave, and it's not unlikely that we'll be getting more in the following season.
If so, then Tennant's screen time could certainly fluctuate, depending on how heavily the device is used. There's certainly more to explore between the pair, especially since the last season only really touched upon just how long Kilgrave had Jessica in his control. Add to that the sub-plot that focused on his newly deceased parents, and it could be that Kilgrave's past will factor heavily into the new season, more-so than just Jessica's.
Either way, the fact that Kilgrave's returned (and that Marvel have gone to some lengths to make sure everyone is aware) shows that - dead or not - he'll be featuring in a key way in this new season. Flashbacks, for the most part, are probably the easiest option they could take.
