Do not reboot The X-Files. No other actors will ever be accepted as Mulder and Scully, period. It doesn't matter if it's Jennifer Laurence with her hair dyed red acting across from whatever Hollywood pretty boy is the star of the moment: fans will revolt. The only way to make a new X-Files series work is for it to be a continuation of the original series with Mulder and Scully back either full-time or in reduced roles (since Anderson and Duchovney do have other commitments), or to do it as a Next Generation show where new agents build from the work of the original two. And even then, guest starring spots featuring Mulder and Scully will likely be necessary to sell it to fans. Still, there is no other property on television that is begging for a Next Generation style series as much as The X-Files is. Thanks to services like Netflix and its continued popularity online on various blogs (many of whom do "X-Files rewatch" coverage), forums, and social media sites, a younger generation of fans is now turned on to just how good this show was. News of the revival was huge when announced, and covered by news outlets across the globe. Fox is literally sitting on a gold mine - they just need to do it right.
