2. King George
For all of Season 1, King George served as a minor bad guy in the Enchanted Forest. While Regina was obviously the big bad, King George helped serve as a different point of evil, with his tense relationship with Charming and his belief that love is weakness. His Storybrooke introduction in Child of the Moon shows George setting up a complex scheme to discredit Charmings position as Sheriff and frame Ruby for murder. At the end of the episode, he burns Jeffersons hat, which was the last hope at reuniting Charming (who was stuck in Storybrooke) with Snow (who was in the Enchanted Forest at this time). And thenwe see absolutely nothing of him for the rest of the season. King George in Storybrooke opened up a wide range of plots and possibilities for the Storybrooke part of Season 2s first half which, lets be honest here, have been iffy at best (talking about you, The Crocodile.) King George in Storybrooke could have been an excellent counterpart to Cora in the Enchanted Forest. Instead, we gotabsolutely nothing.
