Despite starting the series as something of an immature man-child, obsessed with social media, expensive gadgets, and flirting with beautiful women despite his marriage to Wendy, Tom evolved greatly over his time with the Parks and Rec department, the last few seasons in particular.

Though at the end of season seven he was still obsessed with social media and expensive gadgets, he was in a a healthy relationship with Lucy and was engaged to be married, and though he still spent far too much time with Jean-Ralphio, he was far more sophisticated, taking himself seriously enough to be a success in his own right.

After the hot mess that was Entertainment 720, Tom grew up, making a success of Rent-A-Swag, Tom's Bistro, even becoming a best selling author twice over. However, he still managed to maintain his boyish charm and the essence of why he was so lovable in the first place.

There were times when Tom's personality could be a little much, he was often too self-obsessed and was one of the worst for needlessly picking on Jerry, but this just added to the cheeky image that he pulled off so well. Deep down he cared about everyone in the Parks and Rec department, even if he didn't show it all of the time.
