8. Starfleet Have Been The Baddies Before
In Picard, the magnanimous Starfleet could be full-on baddies. One of the most shocking examples of Starfleet’s moral flexibility comes in one of the final episodes of Deep Space Nine - When it Rains. In the episode, Odo and his fellow Changelings are dying from a degenerative disease. In an effort to locate a cure before it’s too late, Dr Bashir discovers that this disease was created by Section 31, The Federation’s secret police.
While Starfleet denies any involvement with the shadowy Section 31, they are certainly willing to turn a blind eye to their exploits if it’s in their benefit. And in this case, winning a war with a sneaky bit genocide certainly was in Starfleet’s benefit.
In a post-Dominion, post-Borg federation we see plenty of examples of a diminished morality within Starfleet. In Picard, the fleet may be the out and out villains. That f-bomb from Admiral Clancy says it all.
