2. Cyborg Superman

When it comes to the dullest characters in the Arrowverse, the original Hank Henshaw himself is definitely right up there. Also known as Cyborg Superman, the character is as one-dimensional and robotic (no pun intended) as they come - a complete contrast to the wonderful David Harewood's primary character J'onn J'onzz. And one thing that certainly doesn't help him is his bland (and, at times, fake-looking) design.

In the comics, Hank Henshaw ends up going mad due to a mix of radiation poisoning, a cyborg body and isolation in space, so he returns to Earth and impersonates the Man of Steel as a cyborg Superman (hence the name). In Supergirl, however, he's just Hank Henshaw with a metal plate on the side of his face.

Boring as it was, that plate looked relatively decent when it was CGI, but it was later replaced with some poor practical effects that basically looked like Harewood was wearing a piece of plastic on his face.

The name doesn't match the character and, quite frankly, neither does the design.
