19. William Rawlins (The Punisher)

William Rawlins (aka Agent Orange) is, on the whole, an exceptionally fun villain. He oversaw Frank Castle's military unit if Afghanistan and was the brains behind the secret drug trade that was going on behind the scenes.

He is ultimately also the one who gave the order to have Frank Castle's family killed to tie up loose ends. So, not only is he despicable, but to boot, he's the Director of Covert Operations for the CIA, which essentially made him untouchable.

Although, in the end, he is very much a pantomime villain. However, he is probably the best, most convincing, most delightfully unhinged pantomime villain the Marvel Netflix series have to offer. Paul Schulze's performance is wonderfully over-the-top and exceptionally chilling, despite the fact that, as a Punisher villain, Rawlins does ultimately play second fiddle to Billy Russo.
