17. Ray Schoonover (Daredevil, The Punisher)
Season two of Daredevil spent a decent amount of time building up a mysterious drug lord known as the Blacksmith.
Soon enough, the Blacksmith was revealed to by Ray Schoonover, the former leader of Frank Castle's military unit who, in fact, (along with William Rawlins) orchestrated the murder of Castle's family as a way to cover his drug smuggling tracks.
That's deplorable enough on its own, but Schoonover also even testified on Castle's behalf when he was brought to trial for his deeds as the Punisher in order to further clear himself of suspicion (and killed the district attorney working the case for good measure.)
All and all, he has the makings of a fantastic, vile villain. His one major fault, however, is just how easily he was defeated in the end, being unceremoniously executed by Frank Castle.
But hey, he reaped what he sowed.
