7. Queen Maeve
Of all the Vought supes, and even the characters of the show in general, Queen Maeve is one of the most complex. Her superhero career started much like Starlight's in that she genuinely wanted to save the world, and even shattered every bone in her arm saving a bus full of school children, but has been beaten down throughout her time in the Seven.
This made her resentful and indifferent to her colleagues, and she wasn't exactly welcoming to Starlight, instead treating her with disdain and casual cruelty. She did still have flashes of heroism during The Boys, and tried her best to get Homelander to save the passengers of Flight 37, but could ultimately do nothing but watch as the plane crashed and burned.
This truly affected Maeve, and for a long time she simply sat back and watched the horrible things Vought and the rest of the superheroes did. In some ways this is the worst thing that Queen Maeve did. She had the power to make a true change, or at least try, but instead did nothing.
This was until the very end of season two, when Starlight and Hughie actually got through to her, and gave her the courage to stand up to both Stormfront and Homelander. If not for Maeve, Black Noir would have killed Starlight, and Stormfront likely would have killed all of the Boys. It may have taken far too long, but Maeve did eventually rediscover her heroic side.
