Charming, funny, and genuinely very kind when the mood takes him, Mayor Wilkins is certainly one of the show's most likable bad guys, but don't let his happy demeanor fool you - this guy means business.

Having acted as Sunnydale's mayor for one hundred years, you'd assume that the residents of the spooky Californian town would have noticed, but given his near-endless charm and charisma, it's no wonder he had everyone fooled.

On the surface, he was all sunshine and smiles, but hiding beneath his ever-present smile was a sorcerer whose ultimate goal was to become an Old One. Something he hoped to achieve through numerous magical rites, pacts with unknown forces, and an eventual ascension that would see him transform into a giant snake demon and terrorise Buffy's graduation day.

His personality quirks and monstrous transformation alone make him instant top-five material, but it was his relationship with Faith that makes him so endearing. Acting as a surrogate father to her, he showered her with affection and nurtured her blossoming talents in the fields of murder and torture. These paternal leanings gave him an extra layer of depth that other villains lacked, which ultimately makes him that little more unnerving.
