Buffy's fourth season was a melting pot of good ideas and poor execution, and there's perhaps no better example of this than Adam.

Conceptually speaking, Adam is a pretty cool character but has very little else going for him. A hybrid of man, machine, and demon, Adam is a hulking death machine that ultimately got to deal out very little death. Most of his more heinous acts, like killing and dissecting a child, and turning people into mindless zombies, were kept off-screen.

However, the biggest issue with Adam is that he gets sidelined almost immediately and only becomes a viable threat as the season draws to the close. By which he's then quickly dispatched in a battle that packs a punch visually, but is lacking any sense of pay-off due to his relative absence in the greater narrative.

It's clear to see that Adam was never truly intended to be the season's Big Bad, as he more fits the bill as a powerful foe that The Scooby Gang would have to deal with alongside Maggie Walsh. As just an over-powered subordinate, Adam would have worked wonders, but when in the driver's seat he fell flat on his face.
