16. Penelope Blossom
From uptight matriarch of the Blossom family to the Red Dahlia to the freakin' Gargoyle King, Penelope Blossom has always been portrayed as an antagonistic character. Out for herself to the very end, she's vile and venomous and its downright wonderful to see. Unfortunately, anything below the caricature surface is weaved in and weaved out at the drop of a hat, making it hard to fully understand what purpose the character serves other than being a plot device.
The moments of promise in when she shows genuine affection for Cheryl (telling her to stay at home on dangerous nights or throwing the St. Clairs' cheque in the fire) only end up making the character come off as even more inconsistent because when they happen, they happen without explanation and are quickly dropped whenever convenient.
That being said, Nathalie Boltt's charismatic performance is the one thing that makes Penelope such a personality, elevating the character past questionable material and making her as deliciously villainous as possible.
