9. Bill Wiggins
One of the best things that Sherlock did was integrating some of the classic characters from Arthur Conan Doyle's world and making them contemporary. That's something that could be found tenfold with this adaptation of Wiggins from the Baker Street Irregulars - and that's not in reference to the recent Netflix series.
Bill Wiggins was introduced in season three's "The Last Vow" and instantly made an impression, as while guarding the drug den that Sherlock was frequenting, he managed to prove his powers of deduction by examining John Watson, and figuring out how he'd ridden there. It was always fun to see the show play with the idea of other people rivalling Sherlock's deductive talents, so this was a nice surprise.
Additionally, his skills as a chemist - which played a major part in his drug usage - was handy to Sherlock, if a little for the wrong reasons. It was fascinating to see a character of such small stature make such a big impression, as, under different circumstances, you could even see how Bill Wiggins could have been the next Sherlock Holmes.
