This former US Marshall, one who was forced to retire after a long list of offences, came at the Sons of Anarchy after Otto stabbed his innocent sister to death. Though it was Otto that acted alone in this, Toric used it to try and shut the entire club down.

He went out of his way to tie the club to the Matthew Jennings shooting, he had Tara arrested for murder and tried to manipulate and intimidate her into giving up her husband, and he tried to get both Otto and Clay to turn on SAMCRO.

This came before, during, and after he had the former routinely beaten and raped, while threatening to the same thing to the latter. His rage, his knowledge of the system, and the favours he called in made him very dangerous indeed.

The club may have ultimately survived Toric's attempts to shut it down, but he did see both Tara and Nero arrested, the latter for the death of Erin Byrne who he killed himself, and he forced Otto into a position where his only escape was death.
