In theory, Wayne Unser should have been a rival of the Sons of Anarchy. It was supposed to be the Charming Police Chief's job to keep them in check, but instead, he was on their payroll. He found a way to work with the MC that benefitted everybody, including the citizens of the town, in a way that no other authority figure could.

While he may have been far from virtuous when it came to upholding the law, and could never claim to be the greatest police officer in the world, he usually had the good of Charming itself at heart, though not always.

He was loyal to his town, certainly, and he swore to help Tara get her children out of the danger that Jax and the MC posed, but deep down, he was committed to Gemma more so than anything else. He was a victim of being in love, and not having the feeling reciprocated.

Though he could be a badass when he wanted to be, as he proved when he threatened Zobelle after his love was attacked, his life ultimately came to an end after a slow and painful decline until he was simply waiting for death to happen. Even down to the last however, he stood up for what he believed in, and refused to walk away and let Jax kill Gemma.
