4. Elim Garak
From the first moment we saw Garak on Deep Space Nine it was clear that something wasn't quite right with him. His demeanour was so friendly, yet off-putting, and the way he spoke made it seem as if he was always hiding the full truth.
Garak had an extremely violent past. He was a member of the Obsidian Order, the Cardassian military intelligence agency. Working with the order, he was responsible for the deaths of countless individuals. He was a skilled assassin and torturer, responsible for the interrogation and execution of Gul Dukat's father, and claimed to have also taken out a number of Romulan officials while posing as a gardener on Romulus.
Garak was eventually exiled from Cardassia Prime after betraying his friend Enabran Tain, though he has given many different explanations for how exactly this happened. He moved to Deep Space Nine (then called Terok Nor) and was able to escape the Obsidian Order by setting up a tailor shop aboard the station, under the protection of the Federation, though he always longed to return to Cardassia Prime.
