4. Committing Espionage And Murdering A Romulan Senator

Do peaceful ends justify horrible means? Captain Benjamin Sisko of the space station Deep Space Nine would answer yes.
Sisko has a real problem: Starfleet is losing the war with the invading Dominion. He needs to quell the tide of war, but to do this he needs the Romulan Star Empire.
However, the Romulans have signed a nonaggression pact with the Dominion. They are perfectly content to sit back and watch their enemies tear each other apart. It's the Romulan way.
Still, Sisko can't ignore the chance of gaining the Romulans as an ally. If only he could show that the Dominion will betray their Romulan buddies. He has no proof of this, though. So, he calls on the aid of the former Cardassian spy, Garak.
With Garak, Sisko fakes a recording of Dominion leaders planning an invasion of Romulan space. They present this recording to a Romulan senator, but he instantly recognizes it as fake. No worries, though, because Garak has a backup plan. He plants a bomb on the Senator’s ship and blows him up.
Sisko and Garak blame the bombing on the Dominion, and the Romulans have no choice but to enter the war on the side of the Federation. A win for Starfleet! Just ignore the espionage, and murder.
If it helps, Sisko does admit he feels guilty about the whole affair.
