The back and forth between Kira and Sisko was ongoing. The importance of that continuing barrage of teaching moments from both sides was key to their success as they slowly became two sides of the same coin.

What made Sisko such an effective and successful station commander was his willingness to listen to others and learn from them. He was a strong leader, so what he said would go in the end. But he was secure enough in his skills and knowledge to admit his own mistakes and take the counsel of others.

It's safe to say that Kira was not like that off the bat but she grew as a person. She learned a lot about diplomacy and leadership from Sisko, as much as he learned from her about the importance of passion in his role. The lessons they taught each other helped them excel at their respective leadership roles.
