Haliians were serving in Starfleet as early as 2366, with Aquiel Uhnari becoming the first that the audience would meet on-screen. They were humanoid, with slightly raised bumps on their forehead. These bumps may have served as protection for their larger brains - they were telepathic, to a degree.

They could form bonds with other beings, though the other in the bond need not be telepathic themselves. They could focus their abilities with the help of a canar, a crystal that amplified their telepathy. This allowed Aquiel to project her own image into Geordi LaForge's mind. As such, he was able to see her as she truly appeared.

Ensign Kova Esmar would later serve aboard both the Titan-A, and the Enterprise-G once the ship was rechristened. Their homeworld, Halii, is a Federation member.
