The Anticans and the Selay were both introduced to audiences in Lonely Among Us, though both would pop up several more times. The Anticans were dog-like aliens, preferring to keep their food alive before consuming it. They had been at war with the Selay for hundreds of years.

Both applied for Federation membership in 2364, though before they could be considered, a peace summit was arranged on the planet Parliament. The Enterprise-D collected the Selay first, who demanded to be given quarters away from the Anticans - and to be upwind of them. 

Their fears were then justified when, before the ship arrived at their destination, one of the Selay delegates went missing - while the Antican delegation asked the ship's chef to 'broil reptile'.

It's unclear if the Cobra-Headed Selay won the overall war with the Anticans, though they were certainly present in the 32nd Century and, despite the loss of one of their people on the Enterprise, they still seemed interested in diplomatic relations with Starfleet.
